1. Terminology

Re-educate: To knock a citizen or anti-citizen unconscious, usually by four hits of a stun baton.

Bouncer: A fragmentation grenade, flashbang grenade, or smokescreen grenade.

Lethal: Firearm. Said as a 9mm lethal, MP7 lethal, et cetera.

Unit: A male/female who is in the Civil Protection.

Ripcord: Flee.

Amputate: To destroy or kill.

Inject: To move in.

Expose: Flush out.

Necrotic: Zombie.

Parasitic: Headcrab.

Infested: Under the influence of a parasitic.

Exogen: Antlion.

Biotic: A creature from Xen called a vortigaunt.

Trapper: Barnacle.

Anti-citizen: Rebel.

2. Violations and Verdicts

Level One Violations

Uncivil Activity: Behavior which does not harm a citizen or unit but cannot be tolerated, i.e. running, shouting, swearing, et cetera.
Being an accomplice in a level one or two violation.

The verdict for a level one violation is re-education and one point.

Level Two Violations

Anti-civil Activity: Behavior which harms another citizen, such as thievery and assault.
Vandalism: Damaging public property.
Possession of level one or two contraband.

The verdict for a level two violation is ten minutes in detainment and three points.

Level Three Violations

Malcompliance: Refusing to carry out a Civil Protection officer's orders.
Level Two Anti-civil Activity: Behavior which harms a unit.
TunCEP Bypass: Attempting to sneak through TunCEP.
Possession of level three contraband.

The verdict for a level three violation is twenty minutes in isolation and six points.

Level Four Violations

NexHAP Bypass: Attempting to enter Nexus without permission.
Homicide: Attempted killing of another unit or citizen.
UPA: Unlawful Procreative Activity, meaning sexual contact.
Anti-citizen: Being part of an unrest structure.
Possession of level four contraband.

The verdict for a level four violation is amputation or becoming a stalker.

If a citizen has six points, they are denied rations.
If a citizen has ten points, they are stripped of all belongings.
If a citizen has twelve points, they are amputated.

4. Medical Guide


The following drugs can be found inside of a med-kit, as well as the supplies. Only NOVA units are allowed to administer the medicine, whilst other units can only do so if given permission by the NOVA Divisional Leader. All units are allowed to administer bandages.

Green biogel: Helps to heal wounds.
Yellow biogel: Seals wounds.
AB4: Half-hour knockout, inject into crook of elbow.
HC1: Black parasitic anti-venom, inject into wrist.
EX2: Exogen anti-venom, inject into wrist.
UC22: Low-caliber painkiller, inject into crook of elbow.
1OP: Quick kill, inject into wrist.
2OP: Painful kill, inject into wrist.

You will also find a fine white cloth to seal wounds, a syringe full of the six medicines, and a canister of each biogel along with an empty syringe to inject it with. You can pour or inject yellow or green biogel. The best way to heal wounds is to pour yellow, and then inject green biogel into the sealed wound.

When performing augmentations, you give the patent a dose of AB4 and UC22, then use a bonesaw to to saw off the limb of choice. When you press the augmentation to the nub of the removed limb, it will automatically attach itself. When performing vision or audio augmentations, either attach the device to the eye or press the augmentation to the eardrum.

The following lists all of the available augmentations.

Arm/leg augmentations: Allows extra strength.
Vision augmentations: Allows you to perceive things more clearly and see in complete darkness.
Audio augmentations: Allows you to hear things better and lets you single out one noise over all others.

5. Equipment

Kevlar: A vest which allows a small number of damage to be taken before becoming useless.

Stun Baton: A black baton used by Civil Protection officers. Upon turning it on, voltage infuses the head. If dipped in water and then applied to a citizen or unit, it will kill them. Also makes for a good torture device.

Zip Ties: Nylon ropes used for tying up citizens or anti-citizens to prevent them from doing anything.

Radio: A handheld or stationary radio used for communication.

Combine Lock: A lock to be placed on doors to prevent anyone non-Combine from using them.

Augmentations: Artificial muscles given to units above the Officer rank. (Units can choose not to have augments, as well.)

Datapad: A device used for accessing the data of a citizen. When a violation is performed, the citizen's CID and points are added to their profile. (type /viewdata <name> to access a profile.) The layout for recording crimes is shown here:

7. Contraband

Level One

Chinese Takeout: A carton filled with noodles.

Bottled Water: A bottle filled with purified water.

Milk: Pasteurized dairy milk produced by cattle before the war. This includes cartons and jugs.

Metropolice Supplements: Supplements given to Civil Protection, but illegal for citizens.

Large Soda: A two-liter bottle of pre-war Fanta soft drink.

Melon: A large watermelon.

Beer & Whiskey: Alcoholic drinks.

Level Two

Books: Any books that are not legal by Combine law.

Paratacemol: A drug produced by Civil Protection.

Anti-depressants: A drug produced by anti-citizens to increase morale and heighten mood.

Steroids: Strength-enhancing drugs produced by Civil Protection.

Level Three

Ammunition: Ammunition for any lethal.

Nova Prospekt Codes: Information on the highly classified prison of Nova Prospekt.

Spray Cans: Cans with paint used for painting graffiti.

Bandages: Cloth bandages used for dressing wounds.

Medical Items: Medical vials and med-kits.

Zip Ties: Nylon ties.

Breach: An explosive device used for destroying doors.

Level Four

Resistance Uniforms: Uniforms worn by anti-citizens.

Weaponry: Any form of weapon used to harm a citizen or unit.

Kevlar: Vests worn by Civil Protection to keep them from taking damage from bullets.
